Those figures are a snapshot rather than a fixed ceiling. Because IPs are allocated to live sites and reclaimed as accounts change, the count in any single data centre moves up and down. What a Class C count actually measures

An IPv4 address is written as four numbers, for example 192.168.24.7. In the older classful notation, the "Class C" part refers to the first three numbers (the first three octets). Two addresses that share the same first three octets sit in the same Class C block; change the third octet and you have moved to a different Class C. So when we say 1900 different Class C ranges, we mean 1900 genuinely separate third-octet groupings, not 1900 addresses that happen to differ only in their final number.

This matters because IP diversity is measured in tiers. Sites on the same final octet share almost everything. Sites on different Class C ranges look less related from a network standpoint, and sites on different Class B ranges (a different second octet) or different Class A ranges look less related still. A large Class C count is what lets an agency or network operator spread many sites across neighbourhoods that do not obviously belong to the same block.

Why the number matters for multi-site operators

To be clear about the value: a dedicated IP on its own is not a positive ranking signal, and no honest host should promise otherwise. Search engines do not reward a site for having its own IP. The benefit is defensive and organisational rather than a ranking boost:

  • Bad-neighbour insulation. On crowded shared IPs your site sits alongside strangers you cannot vet. A dedicated Class C keeps you clear of whatever spam, malware or abuse those neighbours might attract.
  • Footprint control. If you run many related sites, hosting them all on one narrow range makes the relationship trivial to map. Spreading them across separate Class C ranges reduces that shared-hosting footprint. It does not make unrelated content look related, and it is not a substitute for the sites being genuinely distinct.
  • Headroom. A deep pool means you can keep adding sites over time without being forced onto ranges you have already used.

None of this changes the underlying rule that thin or manipulative networks are still thin or manipulative networks. IP diversity manages how a group of sites is hosted; it does not launder the quality of what is on them. Google's own guidance on spam policies is the reference for what actually gets sites penalised, and no hosting choice overrides it.

Choosing between the pools

The right allocation depends on where your audience is and how much separation you want:

  • For US-facing projects, the USA pool is by far the larger of the two and is the usual starting point for multiple Class C IP hosting.
  • For European audiences, the EU ranges give you local hosting with the same diversity approach. If you need still wider separation across second octets, ask about Class B level diversity as well.
